-b:v sets a target AVERAGE bitrate, which will be overuled by quality settings from -qmax etc. You can also set a maximum deviation from the target average bitrate -bt, or the max / min with -minrate or -maxrate.

No, -b:v specifies the average bitrate for the whole video. -maxrate would specify the maximum, though crf should already constrain this.

Here's my attempt. I had to scale down my source to 720 from 1080, and I applied a de-noising filter as well (it looked like I would benefit from it). I could also apply a sharpening, or more bandwidth to the video stream.

Thank you very much, anon. I've used that method and the quality stayed the same, yet the file size decreased to 2.3 MB. I've removed -b:v and the file size decreased yet again to 1.5 MB, while the quality has remained the same. Is there any point in specifying -b:v? I'm pretty sure if I use imagemagick I could find some differences between the frames, but to the naked eye, -b:v deems to make no difference at all as far as quality goes.
