The elevator didn't go down. The game sent the player up, they clipped through the asset, then arrived at the proper door to get to the next area. How the devs managed to fuck it up that way is beyond me, but this is Bethesda.

That said my character got stuck behind the overseers desk in the first vault 20 minutes into the game. The stone quarry next to sanctuary looks like a blurry, glitched out mess and stop signs textures would look embarrassing on a playstation 2. I'm playing on ultra on a nice rig.
