It's not about attempting to monopolize public space. It's about skaters needing to recognize that they do not have the right to damage public property (i.e. grinding, putting wax on everything, wrecking into shit) or interfere with standard intended use of that property. And that's ignoring the issue that most of what skaters think is "public" space is in fact privately owned. It's like an arsonist claiming people are trying to monopolize public space because he gets arrested for setting trees on fire in Central Park.
You should recognize that your behavior is merely tolerated, not expressly permissible, and act accordingly. If you minimize impact, inconvenience, and annoyance to others, people will probably keep looking the other way. But if not, there's nothing in the law that will help you if the police start arresting your asses for destruction of public property, disorderly conduct, etc.

It would be nice if these responsible adults would treat you with some respect as well but apparently that privilege is only for those who aren't carrying a skateboard.
I might as well go and complain to everyone walking their dogs on the streets that it's not the "intended use of the property" and that the dogs are damaging public property.
The issue is that most people have huge attitude problems. Skating very rarely actually damages public property to any considerable extent and even then lot of skateboarders will leave if police or security guards tell them to leave.
There are cases where skateboarders aren't really considering other people when skateboarding but there are just as many causes police and pedestrians being assholes and not giving any thought to what the skateboarders want to do.
The whole "intended use" of something or thinking some people have more right to be at a public space doing something is just rotten attitude.

You clearly don't get this at all. If skateboarders are putting people in a position where pedestrians have to try to figure out what the skaters are trying to do (there's a good chance that the skaters' intentions will be opaque to those not versed in the sport), the skateboarders are fucking up. If you want to do something in a public place that could potentially put a bystander's well-being at risk, the responsibility is entirely on the person doing the risky action to make sure that no second party comes to harm.
