Actually, it was possible in the original series. It wasn't until the first motion picture where they came up with the "you can't use the phasers at warp" rule. Decker mentions it has something to do with the way the power flows through the new engine design (event starts around 39:30 with explanation about 43:00). They do away with this "flaw" by the time Voyager comes around, but the Enterprise-D never does this either.
