I'd recommend reading it from the start. The director put in a lot of SoL filler and wrote in a lot more active role for Saten, who is his waifu (not a joke). You will be surprised to see how little screen time or focus Saten gets in the manga, she's very much a side character. The director also kind of ham-fisted in some themes about friendship that aren't really in the manga at all, in fact the manga's tone is a bit darker than the show. Partly because it doesn't have so many cafe and cake eating scenes.
If you did want to start from where you left off, it'd be right at the end of the Sisters Arc, since that was the last canonical part of Railgun S.

Watch more anime is all I can say. That made the difference for me. It's not it's Japanese-ness so much as how steeped it is in otaku culture. I went from not being able to engage with the story or characters at all to finding it so addictive that if I go back to make webms or take screenshots of earlier episodes I end up watching several episodes in a row without meaning to.

Believe it or not there are more than 20 anime in the world and the stuff you watched when you were a kid in 1995 isn't the sum total of all anime in existence. The world kept turning, more anime kept being made. Hell what you saw back then was only a tiny fraction of all the anime being made. These days we have unprecedented access to anime, we can watch the entire spectrum of shows instead of just 1 or 2 that make it across the Pacific. So while you're content to obsess over the same tiny handful of shows you remember from childhood the rest of us want novelty. We consume new titles on a weekly if not daily basis, and we share what we like in these threads. Because we actually like anime, and don't just want to live in a time bubble where it's permanently 1995 and talk about Akira like it just saw it for the first time.

I don't think it's about children. I think it's based in sexuality. First, let's be real. Stories are fantasies and the reason people indulge them is because they provide some kind of pleasure.

This isn't a bad thing. Everybody's delusional in some aspect. Delusion is what keeps humanity on its feet. Everybody jerks themselves off every now and again.
Men are raised to think that women are objects of affection and they have to go out there and own women. It's egocentric: they think it's all about them. They don't think for a moment that women have a greater purpose than being concerned with you at all moments of the day. So what are women like in anime? They're soft, delicate, impossibly feminine, and OBSESSED with the MC. The MC has to do nothing and fortune falls into his lap and starts choking on his knob. How many times have you seen this?
"Oh, I'm a beautiful and charming young girl, but I have no friends at high school. MC, you've been so nice to me. Now lemme get at that dick."
None of that is a fault in itself. After all, it's a fantasy, right? But the fact that such a large portion of what is consumed is just men self-inserting and living vicariously through an animated character to fulfill their lacking social life is what is really disparaging. It really speaks volumes about how far disconnected the average anime viewer is from reality. It's brain dead and it's an insult to story-telling as an art. damn bro thanks for the serious, thought out reply. You've got a good point, a lot of my favorite animes are my favorite because they play into certain power fantasies of mine (DBZ, HXH, Shigurui). But yeah there's a limit to it, when 80% of animes being made turn into harem soap operas and nobody..... NOBODY in the show acts like a human being, every line just feels like some fanfiction some kid wrote. I think that one of the best examples of where an anime decided to go the opposite direction of that, and wreck the life of the main character so the anime itself is an origin story, is Berserk. Character development out the ying-yang and some really complex concepts and themes that left me with a confused knot in my stomach for months after viewing the season finale. (and then of course one marathons the manga and curses kentaro miura for taking so fucking long to come out with new content)

Every guy would enjoy beautiful women throwing themselves at his feet. Anyone who tells you otherwise is a liar. If they ended up in that situation by some far-fetched stretch of fate, they would enjoy it. Who doesn't enjoy being loved? However, it's unrealistic. That does not occur. If you truly want to be a part of the real world, you cannot delude yourself into that kind desperate, wishful thinking. At the same time, it's a gross disrespect to women if you desire that kind of relationship from them to you. If you're cut off from the world, you're in a great place. They generally don't do this in anime because it's not like the vast majority of people get into fights on a day to day basis, so who wants to see conflict play out smoothly and without any bumps or unexpected twists? What most people DO experience on a day to day basis is interaction with the opposite sex, and for a lot of guys it's an experience rife with anxiety, uncertainty, and desires that aren't often satisfied. So I guess when people sit on the couch at home they don't want to see some MC go through the shit they went through today where they could barely mumble their order to their gorgeous waitress, instead they want to see this piss easy courtship that is almost entirely one-sided. In spite of all this, I have really mixed feelings about things like the Monogatari series. On one hand, it can be absolutely merciless with it's fanservice and Araragi is such a Gary Stu sometimes. On the other hand, it has some of my favorite character interactions. The goofy banter between characters can be so amusing, and when the anime takes a turn for serious plot progression, the character development is realistic and interesting. I dropped it somewhere in the middle of the second season, but in light of these conversations, I've realized how much I liked certain aspects of it. I should probably finish it.

The manga does have some SoL in it, but not as much. It's more tightly focused on Misaka. I think Kuroko has the second most focus (fun fact: originally the spinoff was supposed to be about Kuroko, but Misaka's overwhelming popularity cinched her for being the protag), then Uiharu, then Saten.
The anime just never continued. Could be they thought it wasn't necessary anymore, or maybe something in the contract with JC Staff dissuaded the publisher from greenlighting another season. Who knows. I'm pretty sure JC Staff would be on board for a season 3 because Index is a popular franchise and guaranteed to make them money, so the lack of season 3 can probably be pointed to the publisher, Dengeki Bunko, feeling it's not gonna boost sales enough to make it worth the investment.
