You're judging too harshly based on a limited understanding of the scene\story. The showdown scene with the guns is a 'flashback', but it's not a flashback in the sense of an 'eye of god' factual account of what happened. Instead, the listeners are getting a story that one individual is telling, and the issue of the factuality (and believability) of his story is a major part of the plot of this episode.
The Tachikoma sounds terrible in that webm because you're not getting the context of the story or the role the Tachikomas play. It also sounds terrible because the American dubbing sounds a lot more obviously like an adult woman (the type who'd attend anime conventions to collect orbiters) pretending to be childish, whereas with the original Japanese audio the Tachikoma sound more genuinely childish - which is a key aspect of the Tachikoma story-arc where we see these childlike artificial intelligences developing into 'adulthood' and self-awareness. The Japanese audio Tachikoma shouldn't grate your nerves. The American dubbing for most of the series, and especially the Tachikoma, are really cringe-inducing.
Watch the first series through before you judge. It's not a huge investment of time. The series came out over 10 years ago and it was pretty 'cutting edge' for its time, especially for what it said about emerging internet culture. It pretty much predicted the emergence of 'movements' like Anonymous and the co-option of groups like Anonymous by shady government organisations and SJW's.
Tonally it's one of the more serious 'adult' animes you could watch.
