on a side note, does anyone know whats the technique to make only a part of a gif/vid animated? i had some ideas for making my own scenes but not sure what to look for

this is very specific to gifs and goes back to how gifs work. there are two ways of animating a gif (frame disposal methods). the classic "replace" mode has full frames. the "combine" mode pastes new frames on top of all previous frames and relies on gif's capability for transparency.
if you want a static image and a tiny bit animated you just have to repaint the small area, leaving all frames except the first basically empty, which naturally compresses extremely well. these gifs would be impossibly huge on replace mode. you can also see it when downloading - the first frame takes ages to load, then it goes very fast on the animation.
it also has the added benefit of "freezing" the background, since it's just the picture of the first frame which is never updated.
if you want to make them yourself - just delete all the areas you want to keep static on every frame and then export it in combine mode.
