how do i find the maximum bitrate of a video that will still allow the whole video to stay under 4 mb

Well, I know the math for 3mb webms (without audio) I believe you could use it for 4mb webms too because there will be enough room (1mb) for the audio.
The math you have to do for 3mb webms (used in other boards) is:
>24570 divided by the length of the video (in seconds), the result will be the bitrate you have to use.
This works even for 720p webms on /vg/
Example:
10 sec webm = 2457 bitrate
15 sec = 1638 birate
16 sec = 1535 bitrate
20sec = 1228 birate
Like I said, this method is used for 3mb webms without audio, in /wsg/ we have one extra megabyte so I believe you can try to increase the bitrate a little bit on top of the result I showed above.
