It has only a few frames rotating. It would have absolutely no affect on your battery. Keeping connection to your mobile network uses more battery than this gif. If you have concerns with battery life you should consider which apps are causing it to happen and disable their automatic content/news updates or uninstall them and also turn off your mobile data when you're not using it. This compared to data use in background is nothing.

Pro Tip for the people posting images from Tumblr that they saved: If the filename URL ends in a "_500" sometimes you can change that to "_1280" to find the original/larger image. I get it, the arizona can represents consumerism, the sony knock off represents carbon copies, but the break in the nose is almost to much. Color palate is fine but too bright.
