can someone try and make this into a 1920x1080 wallpaper? i guess you could try extending the background or replacing it with plain white while still keeping the brushstrokes. i'm not really concerned with what method you choose, just do whatever you think has the best result.

That's going to be a lot of work. The top part is easy, but the lower portion; the words are in front of a black blob, so there is no reference on how to recreate the legs and land, someone will have to redraw it. Maybe someone will do it, but don't get your hopes up

it's because the seagull is a part of the anime image, someone just removed the opacity from everything around it, probably because it's a great looking seagull and they wanted it by itself
photoshop, by default, if i remember correctly, always saves the color values of the transparent pixels, it's kind of a waste of space, but it'll do stuff like this if a program viewing the image doesn't understand alpha channels
