In terms of design, it is pretty bad. Text on flags is a no-no. It is not not easily recognizable at great distance, and the details don't matter at great distance either.
The reason for it's attention is not because it is a great flag.
Readability, recognizability, clarity and uniqueness are among the most important criteria for a great flag. symbols and statements are important, but secondary.

United China flag proposal concepts 2016.
Based on historical colors and meaning in a unique and new color combination, that tries to avoid similarities with other flags (i.e. Belgium flag and German flag color order)
concept 01: going way back to the ancient emperor flag times, but embracing the Republic China and the five chinese "races".
