I really wanted to like this, but with the way the rear tire is housed it makes the ball joint basically useless since pivoting on it would kick the tire into the body.

The way it's mounted looks like it has 2 places of connection with the ball joint on the opposite sides. At any rate, that can be made using motors that are housed in the wheel itself - something like this has been used in the Batman: THE BIG GUY RISES movie, in the motorcycle.

So much stuff on the hud would make it hard to fight/focus in my opinion

The difference between outside and internal augmentation is mostly just the squishy factor.
Glasses help improve your vision what was naturally possible, so would count just as much an augmentation as ocular implants would if we stripped it all down to bare bones. An exoskeleton would be just as much an augmentation to your abilities to you as cybernetic limbs. Only difference would be that one is not bolted to your form and is more easly removed than the other.

I'll add this thought: just because the exterior augmentation is visible does not mean that invisible interior augmentation isn't in place. They would often be required in tandem for full effectiveness.

I actually own this manga. It's called Blame! and is pretty dark. The author is an Architect so all the backgrounds are insanely well drawn, and makes up for the lack in character quality

I'll also suggest this (since /w/ has seen a few thousand Akira threads and probably won't be very excited about another one).
Go to google, search for "akira movie" and switch over to images. Then use Search Tools to change the minimum size to >2MP and you'll find a few dozen wallpaper quality Akira pretty quickly. Also try "akira manga" and you can add in "art" &/or "wallpaper" to either of those searches to get slightly different results.

Thanks anon, Akira is cyberpunkish though at least, it might not have a huge emphasis on hacking and it's got a bit of daylight going on but it is a near future dystopian setting with cybernetic augmentations, neon lights, and other anesthetical features that are characteristic of cyberpunk.
