Although I could be completely wrong, vaporwave to me has always been about chasing a lost era. Whenever I see pictures of things like the streetscapes or the electronics or cities at night in the 80s-90s it gives me this feeling of wanting to go back to that era although I was born in the 90s. Having said that I grew up "behind" on technology so that's probably why I get nostalgia about vaporwave.

There are no set rules, but vaporwave borrows many visual elements from 80's and 90's design (graphic, interior, archiechture, fashion etc.), early computer graphics, video games and such.
It also borrows the "imperfections" of the different predominant media at that period, i.e. CRT TVs, VHS and cassette tapes and digital media of the time. These are things like RGB shifting, bleed-through, scanlines, static, tracking errors etc.
These are usually achieved by adjustment layers and patterns in Photoshop, or by manipulating the raw data (databending).
Just google for any of those effects and terms and include "photoshop" (or whatever you use) and you should get bunch of tutorials. Try searching for "net art" and "glitch art" too.
Other than that it's a lot of experimenting. Good luck!

Same as above. You should also be careful when using the rgb-shift. Either do it in a subtle way, or tear the picture apart using any and all methods until it looks cool in an abstract way.
For example: I used a small amount of rgb-shifting in >>6450834 for the text, so it blended in better with the background.
And in >>6449619 I used a little in the center and progressively more further out, since i wanted to see if I could convey some sort of depth with it, and I liked the resulting colors.
