Not totally vaporwave-related, but I highly recommend you guys watch Glassy Ocean. It has a similar sort of feeling, at least for me. It's very calming, technologically nostalgic when they use 3D backgrounds, kind of surreal, etc.

I use gimp and pretty much all you have to do is use the color tools to make the colors more purple/pink/blue and then use the ripple filter to create the glitchy effect.
Also, it helps to try and make it look shitty on purpose. Just use odd filters and copy/paste stupid shit into it. It really isn't that hard.
