She is/was a surprisingly high ranking legal official (surprising primarily due to her age, but attractiveness and being female factor into the the comparison to the traditionally older male dominated political system) who's heavily involved with Russia's annexation of Crimea.

What's unusual is that she's a high profile face in highly political/legal news, and you just don't expect to see pretty, young, shy-ish girls on the TV in such situations . . . its always angry, grumpy old men. And that makes her stand out so much more.

In fact, most people don't realize how serious her political involvement is . . . she's listed as a wanted criminal in the Ukraine and is barred from entering all countries in the European Union, and has sanctions against her in the US, Canada, and Australia, due in part to claims that she took advantage of her position to help Russia take over Crimea. She's actually almost a "political news villain", but people can't get past the demure demeanor and soft smiles.

I don't know if I'd go so far as to say that, but she's certainly a high ranking official who is strongly and loyally backing a government that is engaging in some pretty unpopular actions.

But yeah, I think most people have a hard time villainizing people like her; its easy to hate the grumpy old man, or the Hillary Clinton type, but she's so placcid and unassertive in behavior, its hard to imagine that she's engaging in political actions which could be described as calculated and ruthless. I'm not sure how much of that is "being an attractive young woman" and how much is putting on an incredibly deceptive facade . . . there aren't many people to compare her to.
