if you're using linux, mpv lets you set gifs and videos as the wallpaper

I could code it for you in Rainmeter if you'd like. It'll be really taxing tho, so I don't really recommend it. If you have a good computer, or a background for it (I'm using pic related, I put mine in the computer), then I can adjust the size and whatnot.

I know it's feasible on Android. I just used an app that changed my pape every X hours,waited until 8 PM or so and set it to change every 12 hours.
I guess you can do that with just Windows. Just create a folder with those walls and that's it.

using a .gif as a walpaper literally slows your OS down by 30% or something.
I really would recommend against it. it's easier putting a video fullscreen in loop
