Just max out all the quality settings. You are inherently compressing the image when you convert to jpg.

I don't use Photoshop.
But if you save as .jpg with 0% compression, I think it's pretty much the same as a flattened .png. Slightly less file size, because it can't have transparency.

I have tested with converting an png to jpg with Online Converter and it had the option of best "Best Quality" which had a note saying "Save image without compression" which I don't know if its true or not. Can someone comfirm this? I've tried Photoshop and it seems like photoshop compresses more even with max quality settings as the file size seems to shrink more than the Online Converter

Also the images I convert has no transarency in it, the image went from 1.74 MB to 1.35 MB when using the online converter, using photoshop it went down to 866 KB

It's not visible, no, (to me anyway) but the colour values of the pixels change slightly meaning that it is not exactly the same as the original png anymore. Even though you will not see the difference, technically there is one. If that's what you are asking.

There are different types of compression algorithms. Professional grade applications like Photoshop use the best algorithms out there hence the small file size. I took a look at both "compressed" images and there's no discernible difference in quality to the human eye. The online converter didn't degrade the quality of the original but it also didn't get the smallest file size possible.
Just remember that professional level software will always do a better job and also remember that jpg is inherently of lesser quality than png, even if the human eye can't see it. The difference is there.

JPEG is a lossy format*, so no matter what quality settings you use you will still be losing some information when converting an image from a lossless format like PNG.
*Technically there is such a thing as lossless JPEGs, but they are really uncommon and almost certainly not what PS or some online converter would output.

To add another image in a new layer, you simply open up the other image, select it all, copy it, and paste it onto the first image. It'll create a new object layer automatically. You should watch some youtube videos for tutorials.

Alternately one might try to detext the second version using the first, but I suspect that'd be much more work and therefore a silly way to go about it.
