Photoshop and GIMP are the usual ones.
Requesting a few things for this pic.
1.) Resize to 1600x900
2.) Full text removal (including removal of the speech bubble)
3.) Removal of the jingle bell thing near her left tit. It looks out of place to me.
4.) A minor change of background to either:
a.) Flat black while keeping the snowflakes
b.) A more saturated color gradiant that makes the snowflakes pop more.
c.) A different wintery anime-style background of your choice.
I don't need every single one of these done if it seems like too much, but I figure it can't hurt to request it.

Keep in mind, You want to try rendering out images with the Pen tool some time if you don't use it already. It makes it more crisp once you get use to it.

this time i used the pen tool, it needed longer but worked well, i just to late realised, that picking a red background was a very stupid idea, just because it dosent work with the main picture, a blue/white one would have been alot better. but thats not a big deal? just taking the layer with the red background out and set a new in.

I ended up continuing the work myself, and now present you the result. You wouldn't believe the amount of man-hours poured into this. Well, except for >>1869782 probably. Sorry I wasted your efforts. Knowing that somewhere hidden in Japan there's a safety deposit where they store the original picture without any of the text slapped on top of it, yet won't release it for the general public, that is what really kills me. I wouldn't even resent it if they changed their mind tomorrow, rendering my own work on this completely for naught. But until this happens (IF it ever happens, which I doubt) you'll have to make do with my attempt.
If you have any suggestions how to improve on it or better yet, if you think you can touch it up yourself, I'm all open for it. Depressingly enough, the sky still tends to look ever so subtly out of place and gives the edit away.

If you look closely, the brighter lights (say, the ones upper left) _have_ circular haloes.
I considered translucent circles but was afraid of washing out what I'd already accomplished.
