that is literally the entire point of the show though. it wasn't meant to be deep, thought provoking, or smart/"strategical" in the CG/DN kind of way; it was designed to give you that retarded grin you used to get watching cartoons when you were 12 and just be a bright colorful awesome ride of ridiculousness.
It's like trying to read into DxD, you're going to have a bad time. Instead just sit back, forget about needing a reason for anything, and stare at a bunch of waifus getting naked in impossible circumstances while you laugh your ass off the entire way.
