Amano is better when he really tries, but often he doesn't. Nomura can be really good as well, but when he goes overboard with the belts and zippers his designs look stupid.

I was actually going to mention this and agree. I think Amano is a better actual artist, but Nomura is a better game artist. His designs translate better into games than Amano's do, and like in FFIX especially his designs and the actual characters look almost nothing alike.
But I the few times when they do actually base the in game graphics heavily on his work the results were amazing. At least I still think VI and it's art is pretty amazing.
I dream that with the processing power we have now we might someday get a game that's an Okami style 3D that looks like an Amano painting in motion.
