new sonic compilation

Because all of the games have been released multiple times, and now that we live in the age of virtual console and Steam, it's not like Sega NEEDS to release another compilation disc.

These compilations never tend to be perfect, usually because I imagine the developer wants to cash in by releasing the games across multiple volumes.

I'm more upset that second-generation arcade compilations are usually so lightweight by comparison. The Atari collection series on PS1 contained maybe 6 games per volume at most, even though every volume could fit onto a single disc. Each volume also retailed at US $45.

If only this one included Sonic CD

Probably just because it would sell so little it would cost more for the materials, presentation, printing, licencing and all the miscellaneous costs. Sega clearly don't care about protecting their IP reputation anymore.
