It emulates PS1 fine, I was playing Gran Turismo 2 on it like 20 minutes ago, dunno about other games. For N64 there are shittons of injected VC games that work perfectly (apparently).

N64 you can make fake load injectors for games. There was a pack a while back with most of the library in format for a wad installer to handle.

You can get surface pros 1-3 for cheap used. Under $500 for the higher end i7 pro 3 and under $150 with keyboard for the pro 1. Totally capable of PSP, MAME or Dreamcast and older.
PS2 or Gamecube era is interesting. Some games are 100% and others you can't even boot the game.
Even the Surface 3 with the x7 can handle the same stuff as above, as long as you go for the 4gb of ram version.
All of those support BT and have full sized usb for any controller you want.
Got ps1 and Dreamcast working on a kindle fire with an Xbox controller.

Look up Android/Win8 dualboot tablets on chinese ebay, they're fine for their price. I use mine mainly as masturbation aid device, but once I played some Neo Turf Masters with a dualshock while being out in the woods. Shit is comfy.

I have a tablet and it really sucks for playing most games. I can do solitaire, but it's not a retro version. The most I think you'll be able to manage without having physical buttons underneath your fingers is menu turn based JRPGs
