I feel that having FBZ after CNZ hinders the overall experience of the game.

Yeah originally the snowboard was meant to be the plane door that you bust out of flying battery.

If you play the Sonic 3 Complete romhack there's an option to restore the original order and the snowboard actually is the door. It's a cool transition, have no idea why they decided against it.

Probably because there weren't enough S&K zones so they had to take one from Sonic 3.

As you can see in the level select (ya blind git) there is evidence to support the theory that Flying Battery was supposed to come after Carnival Night.
Frankly I don't think it's all that good evidence though, I mean the final zone in that list is Sandopolis. Is that final level material, thematically speaking? I really don't think a mushroom level and a pyramid level would be the last two zones in the game, following a level set just outside the Death Egg. I think the level order would have been drastically different had all 9 zones been completed.

If all the zones had been completed, then we would have got Sonic 3 & Knuckles together as one game from the get-go, and FBZ probably would have stayed put after CNZ. Like >>3303939 said, after they split the game in two, they needed to redistribute shit to make sure both parts of the game had enough content.
