They were leftovers from the PC-98 that got ported due to the similar architecture.
There's next to no original eroge for the FM Towns and the ports rarely have improvements aside from bug fixes.

It's not actually a console. Fujitsu had no licensing policy in place so anybody was free to publish whatever they want.
It's different from the situation with the PC-FX or Saturn where NEC/Sega allowed adult content to licensees in hopes of boosting sales.
Unlicensed eroge were also a thing on the more popular consoles.
