I just got done watching a buttload of Bubblegum Crisis and Dominion Tank Police and now I need Cyberpunk games

Any console, I don't care. The more nighttime neon cityscapes the better.

Personally, I love it. I originally bought the game because of the soundtrack, but ended up really enjoying the game itself.

It's basically just OutRun with a different setting and a boost mechanic--and some things like jump pads and lower streets you can fall onto and shit

That's a pretty comprehensive list. Props for including Devastation (2003), a game I'm convinced I'm the only one who played.

and since I've already crossed the retro line I may as well mention Uplink, which is a pretty cool "hacking simulator" game. Plays like a combination puzzle + sim game of some sort.

It's a bit oversimplified and most of the departures from existing network conventions seemed irksomely unnecessary, but it's still a far better and more immersive hacking game than Hacker Evolution.

Neither is retro, though.

Einhander has some gorgeous cyberpunk aesthetics, I feel like its visual style is heavily influenced by Ghost in the Shell.

One for PS1 has some pretty strong bladerunner influence.

Also worth mentioning is the Ghost in the Shell PS1 game. It has really tight gameplay and beautifully animated cutscenes from the studio that made the movie.

Policenauts as well. One of the best games I've ever played beside Snatcher (already mentioned).

Use ePSXe to use the PlayStation Mouse emulation so you can point 'n click in the English translation.

it's quite good
little things like the engine supporting raised roads is really fucking cool, the soundtrack is decent, it's got fairly nice track design, and it runs relatively smoothly (or at the absolute least, there's a fair few driving games that run worse than it on the machine)

Dunno why what little I hear of 2019 seems to be negative.

I played thru Outrun 2019 today...

It's not bad but it's muddy-looking and a little sluggish, doesn't quite do as much with the premise as it could've.

yeah, that's probably my biggest issue
really should have been more neon, the palette is way, way too drab
man, I kind of want to look into making a palette hack now, but I'm far too lazy

there's a couple moments where it nails the futuristic cyber look, but they're too far between, why am I just driving through these drab settings,

Not too sure about sluggish though. Probably the framerate, which can't be helped (OG OutRun on the machine runs even worse actually). The speedometer numbers are massively overinflated too.
