I want to get into Mega Man and i was wondering if the Mega Man Legacy Collection was a good place to start.

It's a pretty timeless and simple design. It's so simple that it still looks good to this day.
These modern attempts always give characters too many details they never needed in the first place.
I'm fond of his design in Smash because they really didn't change much to the base design. They just added some panel lining and scratches here and there.

Rather than buying a copy of the game, buy a used PSP and install NES and SNES emulators.
OG Megaman 1-3 are pretty damned good, but the series got a little stale after that. Unless you really, really, REALLY like the first three, playing the next three is just added level packs.
Plus, emulating SNES gives you Megaman X 1-3, which are some of the finest games ever made.
