A Russian company has gone through the trouble of creating Russian ROM hacks. Granted, the bulk of these consist of existing titles with changed title screens and backstory, but they are in Russian nonetheless. These hacks are freely available online, meaning the bootleggers don't have to work hard either.

It's funny because there IS a (firecore) handheld Mega Drive on there that takes real carts but OP's ain't it.
Since they're all firecore anyway you should just get one with an SD slot like the AtGames/TechToy one that actually appeared on US stores and can still be found cheap. You get no better performance or compatibility by plugging real carts into a firecore since it just dumps the rom from it to memory anyway.
