Did controls improve during the 5th gen?
Were controls awful way back in the 2nd gen?
Every gen has games with shitty controls.
Some 2600 games were unresponsive. Just like Amiga, C64, NES, SNES, Genesis, and any other system you can think of.
There is a point where even shitty controls were pretty decent, I think that's between the SNES/N64 era.

Not acceptable, just generally playable. Shit controls are still shit controls. They detract from the overall game, but at least they were somewhat playable.
