Take a look at the specs of channel 3. They are all more or less 60MHz, so I'm guessing it's easy and cheap to make RF modulator hardware to splice the console signal into the coax feeding your tuner.
Possibly related is that the refresh rate of console GPUs was 60Hz back in the day.

Until recently I was using rf on my top loader Nes and for some reason I would get bad interference on ch3 but ch4 was fine. I think that's why they gave you the option to switch channels.
