Nah, I consider SB2 one of the best console-exclusive fighters of the 16-bit, right up there with YYH Makyou Toitsusen and Gundam W Endless Duel.
The split screen mechanic was a good idea that was badly implemented on SB1, it works on SB2 (and 3, then they fucked it up again on Shin Butouden for Saturn).
Hyper Dimension is great but it didn't offer anything new gameplay-wise. It's a decent SF-like. Super Butouden 2 has its own distinct mechanics that sets it apart from other fighting games, the same can be said about Makyou Toitsusen on the Mega Drive.
