Book offs are the cheapest place you are going to find retro shit. Akihabara is so insanely over priced its not worth it.
I live up north in the country and find dirt cheap games all the time, I was so surprised at how expensive everything was when I went down to Tokyo the first time

Tokyo is overpriced. I passed by Sendai real quick but Hokuriku prices were lower. Aomori must be really cheap also.
