Been a while since I worried about Hammer Bros. in old SMB, but in not-retro Mario Maker, I typically stand close to one, wait for the three hammer throw, then quickly jump on it.
These guys fucked me over as a kid, but I got gud.
The key is all in that B button. You run up, and either they jump and you get under those fuckers, or they start throwing and you jump over.
B also shoots fireballs sometimes.
