2 was made with the HELP of STI (which did things like assisting coders and some level design), the internal production (and things such as canon/lore and stuff) was still Japanese.
3&K was made by a 100% Japanese studio in America, if you don't count a minority of tracks made by a couple westerners (including MJ).

I don't deny Sonic is the epitome of Westaboo icons, but his American traits are definitely more romantic than you make them out to be (i.e. anything you listed). He's only "badass" because he looks like a "bad ass" and does "bad ass" things but he's not the stereotypical snarky character featured in American media, even if he does have some real temper issues.

Not wanting to leave the American side of STI in the dust, Sega gave them a separate Sonic the Hedgehog-related project to work on that would fill in a gap in scheduling between Sonic 2 and Sonic 3, Sonic the Hedgehog Spinball.

Also Sonic 2 was easily the weakest out of the trilogy(with all those bugs and level design flaws and overall rushed production)...and a lot of that was because of Communication Problems between Japanese and American employees
