Technically it's always above ground because ground is the thing you stand on and as long as you're not in the water or in space you're above ground. For example molemen wouldn't be saying they live underground because their base location is what we consider to be underground therefor their normalground is our underground and our underground is their normalground. So depending on Sonic's base ground he could technically be underground while also being above ground at the same time because he's a hedgehog and hedgehogs don't abide by human standards.
