A piercing doubt has been tormenting me along these last years: which was the last TOTALLY 2D videogame developed for console?
Background and characters have to be sprites. Special effects don't count.
I'm pretty sure that Owlboy will be available on consoles as well as PCs.

Living room systems.
would be something on the SNES or N64 then, or PS if you're playing fast and loose. All systems beyond that emulate 2D visuals with parallel mapped textured polygons. The PS does too, but you could argue that due to its affine transform, it's better suited for 2D anyway.
If you don't give a shit about tile hardware, stuff as recent as the latest Raymans or various indie games are 2D all the way down.
