Kinda found the CG box arts annoying thanks to re-boot having shitty animation and me associating that with everything CG.

Because of emulation I have not seen boxart in a while, but I remember sega games had these terrible grids and a shitty drawing with the game name in times new roman or some shit.

Agreed, CG from the early-mid 90s is ugly and the animations are stiff.

Early Master System games had the clip art-tier drawings, then they switched to half artworks using the same font, and finally to square artworks with varied typography.
So the later releases look decent.

It's easy to cherry pick "grass is greener" comparisons but it's even easier to just go through microcomputer ports for poor countries.

Cherry picking would be using the fact that some knock-off budget cassette games had bad art to try and deflect the fact that the US routinely gets shit on when it comes to art.

Nobody said that. It's just what usually happens. Rarely I prefer the US box over the original. It happens though, like this example. The Japanese cover is a mess with a whole bunch of characters carelessly tossed onto the panel without any composition or though, mimicking a shitty comic book cover. It's the marketing over here who usually would do that shit, but sometimes they did it too. I gotta say I don't dislike the cover you posted.

Less is more. I personally think the NTSC RE2 art looks likesome stupid fantasy book cover (especially because of the overdone font), while the PAL RE2 art has the feel of a gritty, scary action flick.

RE3 is harder to choose from. I love the high contrast of the NTSC art, but PAL once again has way better fonts and composition.

I met the guy who did the box art for MM2. The story for why it is like it is he gave was pretty funny, also bought a poster size art print of that box art signed by him. It's the original art without the title and border and such. He did art for lots of other retro games too, but I don't recall what they are off of the top of my head.

Nintendo America got the game in and said this is releasing in a week and you need box art. No one had seen it or played it before so they played it with the artist to figure out what to do. They saw him shooting and said "Well I don't see a rifle, so he must have a handgun that isn't clear due to the pixelation." yes, it is unfitting. i mean the us boxart isn't particularly "grimdark" (nice buzzword) either but it serves the tone much better. the threatening monsters tell you that the game's gonna be a hard s.o.b but arthur's goofy face lets you know there's a tinge of lightheartedness to it. the weird, almost 1930s cartoon style the jap boxart is going for with monsters simultaneously trying to look scary and chibi with that bright-ass bland scenery in the background just looks weird and i think you know it. also the undies are a punishment to make you feel vulnerable, it doesn't exactly represent the tone of the first game.

You sound like such a sap. The one on the right is definitely better, but in a place like America, where everyone's values and cultures are hugely diverse (melting pot and all that stuff), in order to sell your game better, you have to break it down in terms everyone from every culture can understand. Culture determines thought processes. Everyone, no matter how different, can understand the very basic concept of the game by looking at the image on the left; that there are monsters, and you, the hero, fight them. That's how you sell something in America.
In Japan, it's entirely an ideologically homogeneous culture, they're all essentially "on the same page" when it comes to general thought processes, so game companies have the ability to make a cover that's a tad more vague, and emotional in what it's trying to convey.

Anyway, since you're having so much trouble reading the covers I prepared an info graphic for you. Left shows what the US cover shows. Right shows what the jap cover shows. Both work even at a glance. It takes a lot of (willful?) ignorance to reduce the japanese cover to a bunch of people eating, and thinking it's about food.

I'm merely suggesting that US covers are severely dumbed down, and you're agreeing with it loudly, saying it's necessary because the US audience is ... severely dumbed down.
