It's literally a developmental WWE branch for up and coming wrestlers, who are working hard on their wrestling and charisma performances, and to gain fan appeal so they can be moved into the core WWE roster. NXT wrestlers are not necessarily all rookies, you have some Japanese icons and TNA guys sign to it too. If you are in the core WWE roster but sucked so fucking bad, you can get demoted to NXT as a second chance.

Wrestling is weird. Either they go the fighting game round and create a wrestling game people want to play, like Muscle Bomber: The Body Explosion... OR they make it a sports game with a ton of bars, QTEs and obtuse controls that make no sense.
If there was to be a faithful recreation of wrestling, it would probably be some kinda cooperative stage performance thing. If they could pull that off without dump QTE stuff, it would probably be pretty great.
