I am going to play the Resident Evil series for the first time. Should I play the PS1 or Dreamcast versions of 2 and 3?

RE1 doesn't have a definite version, they all have pros and cons. I say do a first playthrough on the original NTSC-U PS1 release (non director's cut).
RE2 and 3, Dreamcast and PC are the best versions.

We all have plenty of games we don't like, and rambling and raving about your opinion is totally fine, but when you cross that line in to actively telling someone NOT to play games on a gaming board, you're reaching a level of toxicity where people should tell you to fuck off. Code Veronica is a better game than Nemesis and the true RE3.

besides, if you have an Xbox or a PS3/PS4 controller you can use that on PC if you want. Personally, I like setting up the keyboard controls so I can play RE/RE0 with just one hand.
