Besides IBM PC as well? Because there's a ton of 640x480 games for DOS and Windows.
FM Towns had it as the default resolution though a lot of ports had letterboxing.

The vast majority of dreamcast games, retro consoles generally output at 240p though.

There were a few N64 games like Vigilante 8 an Excitebike 64 with a "high resolution" mode (480i) but it drops the framerate so not sure if that's worth it.
