Repetition and memorization.
stop looking at directly at your character and just focus on your enemies.
more gunning, less running, take it slow until you have the level down.
I'm just saying, the way I like to git gud, if I'm down to my final life I just turn on savestate scumming mode. Also make sure you put savestates in the beginning of every level and try beating them all at least once before trying a "serious" run.
