This is a spoiler, but fuck it. The people on Megaman Legends' planet aren't humans, they're copies called Carbons (Decoys in japanese). A key difference is that Carbons can graft mechanical parts on their bodies without much difficulty, that's why you see people with mechanical faces (Roll's grandpa), arms, chest or whatever everywhere.
