So my mind is muddy, let's see, I'm sure I played it on the dreamcast, it was a 3D beat em up I think, and the action took place on a train. I remember winter scenery too. Played it in 2 players mode with my friend. It had an unmistakable Sega arcade feel, but couldn't find it looking for sega titles of that era, so perhaps my mind is tricking me?
I searched for beat em ups on the Dreamcast but no luck. Pretty sure it wasn't Dynamite Cop. Any clues?

No it wasn't that title. The game I allude to had secret agent stuff like Mission: Impossible. Perhaps I played it on arcades and not on the dreamcast?
I would be worried if my mind is making up this stuff

No way it's the game OP is thinking of, but I found the train sequence in Skies of Arcadia pretty memorable.

Crap, that may be the game. Just checked a playthrough and the second level is just that, train in snowy place. Secret agent stuff, and I also remember the gal. I don't know why I remembered it as a beat em up.
