How come this motherfucker can shoot so many times per turn but

How come this motherfucker can shoot so many times per turn but I can barely shoot once? I have 8 agility.

NPCs can exceed 10 action points (from what I've learned in FO2). Also perhaps, programmers gave him the fast shot trait
