Is there any official explanation as to why they did that change in America? was it even SONY's idea or did one publisher do it and the others started copying it?

It's hardcoded into the Playstation OS depending on the region (the memory card menu), so the switch was intended by Sony since the beginning.
Why the change happened is unknown, or at least a google search has shown it's still unknown. I don't buy the 'culture' explanation, most people in the US and Europe see X as having a more negative connotation.

X symbolises an arrow headed away from you (the silhouette of the fletching) while O symbolises the point of an arrow headed towards you. The former would indicate progress, which might explain the inversion of the two for the west.
