Is Tiger Woods PGA Tour or Mario Golf the greatest of all time?
Mario Golf is ridiculously fun, especially playing with friends. The mini golf stages, man.
But I'd say the best Golf game I've played is Neo Turf Masters.
Golf (aka T&E Golf) on the Virtual Boy is also surprisingly good, believe it or not.
There's also the Hotshots series on playstation, but I only played one on PS3 which is not retro. It seemed a lot like Mario Golf.

Mario Golf for GBC was really cool with the RPG elements, side quests, etc. It was just like Mario Tennis but with golf. I wish we had more games in that style.
There is a game for the SNES, well the SFC, it's called ehh BS Golf or something like that. More of a mini-golf game, but really competent. I recommend.

Wii Sports Golf, the Wii versions of Tiger Woods PGA with motion controls, Neo Turf Masters, and Mini Putt (NES/Famicom) are the best golf games I've played.
Jack Nicklaus Golf for the NES was pretty fun, even though it only came with 18 holes to play and the mechanics of putting were atrocious.
I thought that the graphics were decent for the time and the swing mechanics were pretty good too. I remember when I was 8 or so I would play a round every day. I think I ended up shooting a low score of 63 or 64. I few years ago I picked the game up again and I struggled to shoot in the 70s. Funny how you lose touch so badly in some old games.
