he's not a samurai in the strictest sense but he, AND the city under the sand both share some aesthetics and traditions of the Japanese warriors.He does use long blades and does wear a pretty bad-ass scaled armor kind of like the old feudal era samurai, from what the game art shows.

The job/class system in Final Fantasy is an aspect of the universe much like chocobos and summons. Ivalice is very clearly European yet has ninja and samurai for instance, and Bravely Default is lacking in !Japan.

Devs are japanese so for them idea of a Samurai is a perfectly obvious trope, kinda like a knight or assassing for european fantasy creators.

I believe it's more likely that he's a reference to a recurring character/design in east-asian media. I've seen this guy pop up in various life action movies and anime. They're usually stoic warrior types, and are often seen wearing traditional chinese clothes, although that particular bit doesn't apply here. Tao Pai Pai from Dragonball is another well-known example.

"BUSHIDO" should honestly be a bigger samurai connotation though. Any rich guy or upperclassmen can throw money. It fits how they gave that ability to the gambler class here.
