Does anybody know how to get a TurboGrafx 16 that isn't super fucking expensive?

No, atleast not current everdrives.
But with a Duo PC Engine you can easily burn them. There is no protection at all.

You could always find an old PCE that only has only RF and put it in a large black painted box.
I got lucky finding a TG-16 at Goodwill for only $3.99, but the PC Engine is a way better long-term investment.
