Is it okay to play Breath of Fire II without playing the first game?
I heard it takes place centuries later and I really want to build a town.
Is there town building in 2? I remember it in 3...
But no, they're not really all that connected.

You can play any of the BoFs in any order. They roughly progress into each other, but there's nothing that hinges on knowing something previous.
That said, BoF2's town building is really just recruiting six of 18 NPCs to sit in your town, it's not very distinct. BoF3 is better, but really you should probably just play a town building game.

The first game is really mediocre and the second's plot, while connected at places, doesn't hinge on it or anything, so you can skip it freely.
Yeah, the stories are barely related.
If you want to build a town, you should play Suikoden. BoF II's town system is _very_ barebones. You can choose some people to inhabits your houses, and that's it.

It doesn't really help that BoF 1 and 2's terrible translations clash with BoF 3's still-lousy-but-better translation. I don't think any of the names from the first two games match up with the third.

And you definitely don't want to start with II considering it's a huge grindfest compared to the first game
There's a bunch of references and recurring characters, but nothing that you should worry about.
It wouldn't hurt to read a synopsis of the first game, though.
