You are correct that no game truly requires it but not everyone can finish Final Fantasy VII under 8h or get Excalibur2 in one session.

Doom on PS1 strictly uses passwords.
also, Bubsy 3D doesn't need one, it has a password system
one game I play without using a memory card most of the time is Ridge Racer Revolution, even if it has a couple things to unlock

That's pretty much the S Rank requirement in RE2. Did RE1 even have ranks?
Twisted Metal 1 or 2 have no real use for a memory card, and neither did the SHMUP type games like In The Hunt or Raiden Project. Most fighters like Darkstalkers and what have you didn't really need a memory card either.
Warhawk didn't use a memory card if I recall correctly.
You really didn't need one to play and enjoy Bushido Blade.
Skullmonkeys used a password system.
Rollcage Stage 2 used passwords, how on earth do they work though?
