I think with Misty's Politoed the case was that, she gave Poliwhirl a King's Rock, then when TR took it away and then they when they got it back Misty send it out and it evolved.

They only did it a couple of times. Misty's Poliwhirl jacked Ash's King's Rock and put it on and then it just evolved while they had a Slowpoke who put on the King's Rock and a Shellder bit down on the Rock, evolving Slowpoke into Slowking.

That's actually really cool to know and opens up a lot of possibilities. Things like Shedinja and whatnot with very Particular evolutionary methods in the logic of the anime it would be nice to see I think
There's also the case of Brock's Onix evolving into Steelix but I don't recall if how it evolved was ever addressed.
Note that Ash nor any of his friends were ever seen using a stone to evolve a Pokémon either, the closest thing to that was Ash's Gliscor, Misty's Starmie was already introduced as one.

There is value in Ash winning without super special powers, and that was generally the case. Pikachu doesn't really compare, or even Infernape since Blaze is a real mechanic. Greninja having special snowflake powers already feels forced, but even moreso because they came out of nowhere, unlike say Chimchar whose rage mode was developed from start to finish.

Also that's the whole point. Froakie wasn't into Ash until after he saw him being selfless with Pikachu. Then he saw how he fight, from making Pokemon cooperate to really ingenious ways like Rock Tomb Tomb. The purpose of Olympia was to lead-in those aspects into why he is special - because unlike other Pokemon he "knows" the purpose of trainers and he didn't change for Ash outside of his loner personality.

It feels like "storyline guidelines" are more like checklists now than actual guidelines for amateurs. Like rather than reading the story if the aspect actually fits the narrative, instead it's immediately shunned because this checklist says so.
Like for instance, "this character always wins his fights, therefore the story is shit!" While generally true, it only applies when you can't really write, i.e. an amateur. Fist of the North Star always had Kenshiro winning but you don't read or watch the show because you want to know who wins - you watch or read because you want to know how he defeats the person, or the ensuing drama the fight will give out.
Sadly teenagers and casual readers now see shit like "the person should always be flawed" or "things should always be foreshadowed" more as checklists rather than simply guidelines that can easily be ignored especially if you know things like context.

Not necessarily. There's some things you don't get to see coming, even if you've seen "everything". Likewise, you get to see plots that have equal probabilities of going x route or y route due to how often they occur in fiction. It doesn't matter if you call it right or wrong anyway, if you start obsessing over what the ending will be instead of what's happening in front of the screen, it means that the show's story is not really engaging you, and that's usually not good.
